I can't turn on Windows Defender, nothing happens when I click on the message that is supposed to make it turn on

You could try to make sure the service is running:
1. Click Start, type services.msc in the Start Search box and hit ENTER.
2. Locate the Windows Defender service.
3. Right-click and select Restart. Now, right-click Windows Defender service and select Properties. Click the Dependencies tab. Look for the “Dependencies” and make sure all the dependency services are running and set to “Manual” or “Automatic”.

you can not Microsoft Security Essential and Windows Defender at same time. One or the other.
