Assuming that you saved your Outlook Contacts to a CVS (Comma Separated Values) file, you can go to Import on the File menu of your new Outlook Express install and then click Other Address Book. Point to the file you saved and it will import all of your contacts.
Unfortunately, if you didn't save the CVS file, you're out of luck. If you have any of those contacts saved to your smartphone, Gmail or another online email service, chances are, you can export those to a CVS file and import to Outlook Express as well.
