I upgraded to Irfanview 4.28 and do not like it. Is there any place that I can download older versions?

Sure! You can find an older version of IrfanView straight from the old Tucows listing over at the Internet Archive. Look under "Other Files" to find the download.

If you click the link in my last response, that will take you the IrfanView listing page, scroll down until you see the heading "Other Files"... it will near the bottom of the page. Then click on the file: iview395.exe to download.
If you can't find it, hit Ctrl+F to bring up your browser's find tool. Paste: iview395.exe into the search field and it will highlight it on the page for you.
