A smart-ish phone, the Optimus Quantum Chic, is a bargain phone with some impressive Android capabilities. Running Android 2.2, AKA Froyo, it can act as a wireless hotspot, it has a capacitive touch screen and an infinitely pocketable form factor. However, its underwhelming processor put it at the top of the feature phone heap but nearer the bottom of the smartphone hierarchy.

Bottom line
If you're looking for a solid Android phone and you're not looking for the bleeding edge, the LG Optimus Chic is a good bet. It performs well and the $250 price point make niggles like the small screen and occasionally frustrating text entry that results a reasonable trade-off.
Hardware
Front: An edge to edge feel with sloping bezel feels great in the hand and mimic some higher end Android and other OS phones. The 3.2-inch screen feels very small given the current Android handset landscape.
Four capacitive touch buttons are situated across the bottom of the screen.
Back: A pry-off battery back hides the Micro SD card slot, the replaceable battery and the SIM card, hidden under the battery pack.
With the back on, the only thing to see is the 5 megapixel camera.
Side: On the right-hand side, we get a standard volume rocker. On the left, a covered Micro B USB charging and syncing port.
Top and bottom: On the top, we have a power button and 3.5mm headphone jack that can be used with the included three-stage headset (stereo earbuds plus in-line one button remote mic). On the bottom, the only thing to see is a slot used to pry off the battery cover.
Overall, the phone feels very solid in the hand.
Software
Running Android 2.2, there won't be an upgrade to Android 2.3, AKA Gingerbread coming to this phone. It doesn't meet the minimum recommended specs. Most notably, the 1 GHz processor speed recommended.
Full access to the Android Market and all the apps contained therein.
Does all the standard Android 2.2 stuff including wireless hotspot, navigation via GPS, widgets, live wallpapers etc.
